I propose to see us make players who have announced their retirement from MLB still available for use in the BLB provided:
a) they are currently under contract to a BLB squad --- not under contract, then still unavailable in the auction
b) The team with the player's contract has the option to keep him at his designated salary for the next season OR allow him to "retire" in BLB, and thus gain the salary relief for that upcoming season OR trade him to another team (other team has the same options to keep or retire)
c) If the team opts for the player to "retire", that player is not eligible for the auction

I voted yes for both, but doesn't this rule contradict rule proposal 4?

Rule proposal 6 could be a section of rule proposal 4, dealing with retired players as a special case.. but we'd either have to re-write that now (to combine them both) or cross that bridge if/when they both pass.

I actually read it as this....a retired player is carded, therefore usable under both proposals. This proposal seems to allow an owner to have the opportunity to have a free cut if they don't want to use that card, where as the other proposal would follow the basic buyout rules.
I would say Mike Mussina last year would be an example, or if Big Unit announces his retirement this year.
That is the way I interpret these two proposals
